Julie Mascari is an accomplished, proactive and deeply knowledgeable leader in the managed care sector, with more than two decades of wide-ranging experience in diverse and demanding healthcare industry settings, and a very strong background in macro and micro operational change management, forward-thinking customer-centric strategies that promote and protect organizational mission and goals, and maximizing productivity and revenues for high 9 figure business units.
Julie is currently the Chief Business Operations Officer at CINQCARE, a physician-led, community-based ambulatory care delivery system that delivers whole person care in the home, whenever possible, to Black and Brown communities.
Previously, she was the Regional President of Humana for the northeast region in their senior products division. Julie is the P&L owner responsible for the overall performance, development and expansion of Humana’s business presence and financial success in the Northeast Region inclusive of Maryland, Pennsylvania, Delaware, D.C., New Jersey, New York, and Connecticut through New England. She has broad responsibilities in the areas of strategic growth, clinical operations, network expansion, provider engagement, risk adjustment, product development, and STARS.
Most recently, Julie was the Vice President for Medicare for EmblemHealth, leading the Medicare division for both New York and Connecticut (ConnectiCare) as the P&L owner responsible for the overall performance and strategic direction of Medicare products enterprise-wide. She led an $85 million year-over-year underwriting improvement through decreased inpatient costs, reduced admits per thousand, improved risk scores, double-digit growth in profitable products, and an enhanced provider network. She oversaw the transformation of the duals and integrated Medicare and Medicaid programs, as well as the expansion of Medicare Advantage, Medicare Supplemental and Employer Group Medicare products within the northeast region of the US.
Prior to Emblem, Julie was Head of Strategy, Product and Marketing for Government Programs for Horizon Blue Cross Blue Shield of New Jersey, which provides coverage for 3.8 million people across the state. In this key role, she spearheaded evolving sales, marketing, enrollment and cost containment strategies for the Medicare, Medicaid and Managed Care Long-Term Services Supports (MLTSS) lines of business, covering 1 million+ members which drove a $19M YOY underwriting improvement via the implementation of a multi-year Medicare strategy focused on premium and benefit designs. Julie also led the negotiation of a multimillion-dollar Medicare Advantage joint venture with one of New Jersey’s largest healthcare systems.
From 2012 to 2016, Julie served as the Chief Operating Officer, Vice President of Operations and Strategy, and Chief of Staff for Optum and OptumCare, both owned by UnitedHealth Group (75 million customers worldwide), and was promoted rapidly through positions of increasing scope and responsibility, ultimately with P&L accountability of $180M annually for their medically complex NYC and NJ members.As VP, she supported a $1.1BN business unit with 2,500+ employees, where she generated revenues of $8.2M in less than a year, and in a mere 6 weeks, created financially stable Palliative Care Consultation Services program that produced an average of $6,000 in cost avoidance per patient, with no compromise in quality of care. Julie retained $43 million of at-risk Special Needs Plan business in less than eight weeks, exceeding corporate margin and goals. She has also developed and launched a comprehensive quality improvement program that resulted in the top two best performing health plans for HEDIS in 2011. When Optum created a new Relationship Office business unit in 2013, Julie served as Chief of Staff. She ensured that UnitedHealthcare and Optum were strategically and consistently aligned across their business agenda, leadership goals, and long-term creation and execution of integrated solutions. Prior to this position, Julie was the Chief of Staff for the Collaborative Care business unit, a $3.3BN LOB with 775,000 customers.
Julie’s earlier career was equally focused on the delivery of best-in-class healthcare services in the most cost-effective manner possible, without impacting quality and accessibility, and her diverse appointments, both as a senior executive and sought-after consultant, have cemented her exceptional reputation as a solutions-oriented, collaborative leader who focuses on team building and cohesion across the decision-making process.
Julie obtained her Master’s in Healthcare Administration from Seton Hall University, and her Bachelor of Arts in Political Science from Rider University and has published/contributed to numerous books and industry abstracts. She is also an Adjunct Professor at both Rutgers University School of Pharmacy, and at Seton Hall’s School of Medicine.
She sits on the board of Seton Hall’s Masters of Healthcare Advisory board and President’s and Dean’s Advisory Group, as well as the Southern Maine on Aging Association. She is a member of the Women Business Leaders of the US Healthcare Industry Foundation and recently edited and published a master’s level textbook, Hewitt, Mascari, Wagner. (2021).
