Dr. Paliwal is a physician executive with deep experience across healthcare payer and provider organizations. She has a strong track record of leading organizational transformation strategy and
its execution, high stake negotiations and partnerships, high performance team growth, and care delivery innovation.

As the first Chief Clinical Transformation Officer at Horizon BCBSNJ, Divya was responsible for Horizon’s Healthcare value strategy and its execution. She was accountable for payment model evolution and negotiation, provider network partnerships, total cost of care management, clinical solutions and care delivery transformation, and technological innovation. She is the architect of Horizon’s industry leading position in value based primary and specialty care covering ~60% membership in upside and downside risk models and improved outcomes. She led the build and growth of new organizations, such as a provider JV entity, new market products and solutions, as well as innovative partnerships.

Prior to her role at Horizon BCBSNJ, Divya served as a healthcare consulting leader advising provider and payer organizations. She has had the privilege of working with organizations spanning Fortune 5 companies to community and startup organizations. Her work with providers across the country (Integrated Delivery Networks, physician groups, and community hospitals) focused on clinical operations redesign, technology improvement, physician engagement and governance, as well as service line strategic planning and market growth.

Divya is a Primary care physician by training and also has a Masters in Healthcare Administration with honors from Johns Hopkins University.
